It depends on the state. In Washington you have to be 18 no matter what if a shop is proper. Call a few shops and ask, if you get the same answer it's probably the law or at least common practice. But I'd say wait till you have stopped growing so that it wont stretch or migrate as likely.

16 with parents permission in some places. Check your local state laws. Any reputable place won't touch ink to your body if you're not 18. Might I suggest a Trojan tattoo?

since ur 16 u can get one but u have to have a parents approvle or u can wait till ur 18 then u wont need a parents approvle.
