Other than to say it is used for classification purposes, it probably differs from state to state, and even county to county. Some classifications could be: trusties, those held in hospital or mental health wards, keep aways (those who would be in danger from other inmates), etc., etc.

In the Jail that I work, the insides of the wall are a baby blueish color. I was told it can be calming. Some use a light green. I would go to your local county Jail and ask for a tour. In can be quite knowledgeable.
As for the suits, it varies. In my county they are orange. In Kennebec County they are blue. We prefer orange because it does not blend in if they try to escape.
Speaking of Jails, Did you know that Bob Barker mead his money supplying items to correctional institutions? His company supplies all the hygiene products and clothing in my Jail!

it reperesents different custody levels. People that are housed in high security units called ab sag or admiaistration segergation wear different colors so the guards will know who they are dealing with. Lower custody prisoners ware a different color jump suit to represent their lower custody ranking sopposidly making them less risk which is debatable because you may find a lower custoday in the Adjustment center wearing a different color classifing them as high risk. the next day. At one time all the clothes were the same no jump suits at all so it was tough to see who was who

Out here in L.A. most jails are white. Prisoners clothing are color coated to separate them from each other. They have diffrent categories, for example; Homosexuals, gang members, child molesters (usually kept under constant guard), medical, psychiatric, general population, etc...

Usually federal prisons have orange jumpsuits. I think that lower security prisons have blueish suits for the lower risk occupants.
