all answers are pretty good except Smittys==I would hope that she or any of her family or friends ever get into trouble--they sure could not depend on her.
as far as finding out mor on youyr situation--just go to the closest FBI office and ask about this---

It's a scam. The FBI wouldn't be interested in you sending $ by paypal!

I would get a lawyer to handle a matter like this.I would not
set up an account or anything.I do not know the details
about your situation.Lawyers still work in this country and
are respected by other entities.
