Melissa, semi-nude, nude pictures are not allowed in city, state jails or prisons. If a picture is allowed, it has to be an ordinary picture, and it cannot be polaroid type pictures because you can easily rip the back of a polaroid picture and hide drugs (contraband) and carefully seal it back together. The letters you sent cannot contain things such things as sexual talk, letting him know so and so will be arriving in the facility soon, etc...Anything they suspect is suspicious will not get through to the inmate and will be destroyed. Well, it depends on the reasons he was put there in the first place. If it was for some benign reason, mainly because it may invoke some irrational behavior in him or could be used as a way of getting him to behave. Most inmates aren't in control of their emotions or reasons.

They only thing I think of would be that there was something in the content of the letters and pictures that they do not permit or possibly they were misplaced in whatever screening process they go through.

I would wait until your boyfriend gets out, then complain to whatever agency oversees prisons in your area.
Probably nothing will come of it, but if they get enough complaints, someone will lose their job.
