if the surface is already wet, the paint will not stick and will flake off once the enamel dries.

Create a tarp over it, wipe it down, dry it off with a hair dryer and paint.

I will run badly if you spray paint it in the rain. Is there something you could cover it with or if it's small enough put it iinside a cardboard box and paint it inside.

it would probably be better if you kept it out of the rain. paint wont stick if its too cold or item is wet. perhaps you can cover item with a piece of plastic to shed rain. latex will wash off-- enamel would probably too but not as much

nah nah nah nah nah, just wait for the rain to stop, itll make the paint look like shiet, trust me, give it a go when the rains full stop, and dont forget to cheek if the areas dry, well only if its gonna be seen by other people or if your getting paid to do it,
