I would pull all the troops to the airport. From there at least the coalition forces can control who is flying in and out and we can protect our own. Peace may never be fully restored.
The people of Iraq are going to shoot at each other whether we are there or not. It's unfortunate that by invading Iraq the US has created this miserable vacuum.

I'd start by building an Iraqi police/military. It would require finding many new recruits, which I imagine is a difficult task, considering that it's a dangerous job in the best of times.
However, I firmly believe that it's in the best interest of EVERY country to have their own militia in control, not someone else's. At this point, it's an occupation, not a liberation, unfortunately.
Once they had a strong methodology for keeping their own peace (or lack thereof), I'd bring all of our young Americans home as quickly as possible. Then their civil war could be just that.

Well, there's no point in having nuclear weapons if you don't use them. How about we start there. Take out the entire Middle East, turn the desert into glass and steal the oil.

Make the school systems better. Ignorance starts with education. And also train the police a little faster.

I would do what Truman had to do,to convince radicals to stop fighting. I would nuke to large cities. One in Iran, and one in Iraq.
