The best way to send an international payment of thi snature is by International Money order issued by a local Indian bank. there should be plenty of International Banks in India whom would be able to do this for you. When the money order has been issued you can then send it on to the USA.

If the recipient in the US has a bank account, I would look into a wire transfer. You save the time of mailing the check and eliminate the risk of losing it in the mail. Any large bank should have this ability. If they don't, they probably can't issue a check that would be accepted at most US banks.
