How close are you to Jacob? Is he a friend, an acquiantance, or someone you admire from a distance? You should hang out with the guy and get a feel for how he feels about you. If you find he doesn't feel the same, then don't say "I love you." Saying that and then realizing he doesn't feel the same will only embarrass you.

Sounds like you have some serious problems there, the answer here would be more fitting if we knew more about Jacob.
But for the re3cord it will most likely be best if you were to just tell him how you fell and as far as saying, "I love you" straight out, well that might scare the crap out of him!
You should get with alone him and tell him that you have to tell him something and make sure that he does not have anything else that he needs to do for awhile.
Ask him how he feels about you and if this statement bothers him at all. You should also make sure that he he does not feel trapped and reassure him that you ONLY need to tell him how you feel about him and the reaosn why you feel this way about him so he can try to understand you better.

What is your current relationship with him at the moment. Personal Friend ? Friend of a friend ? Someone you know ? Someone you don't know well or in passing?
I would personally say that saying that you love someone either out of the blue, or unexpected to anyone that you are not already really close to is more than likely going to end up in scaring them off. It's almost like a 'first impressions' moment. Even though it's someone you may know, you have to know them really really really well.
Out of all my friends there's only one close friend that says that to me and she is just a friend, not my girlfriend, but we are close non-physical friends who are just close.
Bide your time, and wait for that 'first impression' moment to come naturally. Why not take time to try to work on your relationship with him to a point where he will want to say it to you first! How rewarding would that be ? :)
What is the rush? Is it true love or infactuation ? it's sometimes difficult to tell the difference but luckily spending time to find out and not rushing ,usually answers the question for yourself :)
