well most Drivers are FREE... a good place to look for drivers is www.Driverguide.com
Most modems are fully capable of handling faxs
as long as the madem is working properly you only need a program that will send the fax for you < or recive >

You'll have to download the Win98 drivers from the modem manufacturers website. Ie. www.usrobotics.com, etc.
