Can't the balloons be made from biodegradable
material (sugar, for instance), that would NOT be
harmful? You see the occasional one that breaks free and flies away...animals find that-so
do fish.

I'm talking about helium-filled ones especially.
You have no control on where they go.

the impact of balloons on wild animals is minimal...it has been very much exaggerated by the media at large.

look at it this way, it is helping evolution (if you have faith in that theory that is) by getting rid of the animals stupid enough to try and eat latex and making it so that the animals that are smarter have more opportunity to breed.

other materials (ie: sugar, lol) degrade much too quickly and are suceptible to degredation before ever coming into contact w/helium.

the latex balloons that are the most commonly used, are relatively non-impactive on the environment (once released, i have no idea about manufacturing)

Well of course they are going to cause some problems, but very minimal. They are also mostly made of latex, a material also used in gum. Sugar balloons would be difficult to make, and would not be able to expand with the gas filling it.
