.bin is a compressed format (binary compression if memory serves me...and it may not).

some applications (especially those for Video CDs (VCDs)) will save the video in a .bin/.cue files for easy burning to CD later. I think Nero and some others will burn/play them. depending on how it was created, you may be able to rename it from file.bin to file.avi and them play it normally.

vlc (found here www.videolan.org/vlc) will play them without decompressing most of the time, and is a great program to have regardless of if you really need it now, you should just get it for when you do just have to have it.

download deamon tools http://www.daemon-tools.cc/dtcc/download.php?mode=ViewCategory&catid=5
install deamon tools and mount the .cue file that will read the bin file.
