key word being reliable:
NO.
There IS internet access. BUT and here's the caveat: no access of Yahoo, Hotmail or any other email domain.. you may ONLY access your navy.mil address. you may NOT hook up a laptop or PC to the ship's LAN. The ship itself will have a few Unsecured Computers for access.. but it will be like 15 that you get to share with 3000 of your shipmates.
Said internet access can and will be secured for all sorts of reasons.. needing the sattelite for the mission, comms blackouts and just plain losing the signal.

Well I'm on one of the smallest ships in the navy and I have reliable Internet. But hotmail and yahoo mail are technically not accessible (I say that because their are ways around it). The sailor always has their outlook available though. And as was said earlier their are times when comms are restricted to essential info only.

Generally, yes. There may be times that service is not available for security reason, but most ships at sea get a pretty good internet signal.

No. Every one and there pet dog is trying to get online so if you where able to get online it is as slow as molasses in January. 9 times out of 10 the network is down so you are unable to get access to the world wide web.
