It's very possible that since it only happens once in awhile that he is just in the mood. I've had rabbits that don't like one gender of people. You might get him to quit if you get him spayed or get him a girl friend spay her though so you don't get little bunnies. unless that is what you want.
As for the dog, I've seen many a rabbit win in those arguments.

Wow, you've gotten some bad answers.
Okay, definately wear gloves when you need to handle him, and long sleeves. It is possible to change him, but it will take time.
Rabbits don't like to be held and carried, as most are afraid of heights.
It sounds like your rabbit is rather scared. You should try just sitting on the floor, maybe with a book, and wait for him to come up to you.
If he isn't neutered, that may also help as he may be hormonal.
Give him treats out of your hand, just hold your hand, and let him take them.

My guess is that the rabbit is hormonal, if you get him "fixed" that will likely clear up the issue. Male rabbits can be aggressive when they are looking to breed.
Might be too late now but using a spray bottle works well to train a rabbit not to do things.

Make a nice hot stu. I've been told it tastes just like chicken. Besides you can always have that "lucky rabbits foot" as a reminder of all the good times.

Rabbits are rodents, and unless they learn to like human company early you will not be able to make them like it later in life. Rabbits will even be vicious to each other, and kill their own young, if in certain situations. So just treat him like a semi-wild animal -- feed him and let him get close, but don't expect him to sit on your lap.

Wear gloves (to avoid clawing) and touch it anyways. The more you touch it, the more he will get used to it. After awhile atart picking it up. Keep this up, and soon he should get better.
