He immegrated to the U.S. in the 1920's but I can't seem to find that record either. Did they have to show a birth certificate to come into the U.S. from another country during that time period?

Try "Swedish Roots", http://www.genealogi.se/roots/ . It's the English version of the largest Swedish genealogy web page. You will for example find the link to EllisIsland - http://www.ellisisland.org/ - , an "Emigrant Forum" (still only in Swedish, though), church records and other genealogy resources.

I suggest you either call or email the people handling these mathers at the Swedish treasury departement and ask them how to get it.

You need a birth certificate to obtain a passport . Try ancestry.com or familysearch.org ; Ellis Island arrivals .
There are partial Swedish records , and immigration records available . Some churches in Sweden kept old birth records .
