I heard that they were planning to introduce a scheme like that.
Not sure if it went ahead but -------
You do not qualify if you are British.
You have to enter the UK illegally and claim Asylum to be in with a chance of free Driving Lessons paid for by British tax payers.

yes, the army teach people to drive only problem is you have to sign up.
