A crime can only be prosecuted in the county of the state the crime occurred in. That is why so many people fight extradition. They have to be sent back to the county where they committed the crime. So it is state wide not nation wide. Now the detectives and police will go in to another state to look for someone and if they can, they will have the person arrested in the state they are in by the local police, but they cannot prosecute them there.

When you are watching Law and Order it is set in New York. So when the name of a person is sent to the district attorney it is because the crime happened in the state of new york. so it is state wide only.
