can u put masking fluid over already painted AND DRIED surfaces, or does it peel the paper off, taking the color off?

I use masking fluid this way a lot.
The trick is to be sure that the first color is DRY.Allow the fluid to dry without help ( no sun, no hairdryer, etc..) And use a good brand of masking fluid, My favorite is PEBEO DRAWING GUM. For example to paint old stucco for a Mexican building,, I wash with yellow ochre, dry , mask some streaks all over the wall, dry,wash with sienna, dry, then remove the masking. Try it yourself and see.

Watercolor acts more like a stain than anything; it penetrates the fiber of the paper. Some papers will react differently than others so you should do some test strips before any real work is done.
