If the songs are recorded digitally, then yes it is possible, but requires some fairly advanced software, usually on Macs. Analogue recordings simply do not supply the info, however totally digital songs can be layered, however it does take work as well as good software.
Its legal, but very time consuming. Better off buying japanese Karaoke versions of the CDs that have the original tracks with the vocals or whatever you want removed.... they are licensed like that ... for example I know QUEEN have oodles of licensed stuff like that on the Japanese Market

Not possible. MP3 / WAV don't come in "layers" that can be peeled that way. If you want multi-track, record them on multiple tracks and layer them, but you can't generate multi-track format from a single track.
