Be very carefull if you are buying one as they are ( if not already ) being banned from use on our road`s ,
It is being considered that the use of tow dolly`s should be restricted to professional use only , ( AA, RAC, GREEN FLAG etc ) But as far as i am aware a ruling hasn't been made yet !
You could play dumb if you get stopped by the Bobbie`s !

if you are using a dolly , the car must be registered,if not, then you must use a trailer. most trailers and dolly's that you rent from u-haul state that you can go no faster than 45 mph. that is a good guide line. and in California, no vehicles pulling anything can go faster than 55mph

Probably depends on the state you live in, but, for the most part they have to be registered

Don't have a clue, but I bet your local U-haul should have no problem demonstrating to you what is or isn't legal.
