In reality, it is not a matter of age, it is a matter of how prepared and how mature. In some cultures, the people involved are mature enough in their early teens. Americans would usually like to believe that they are as well, but most do not have sufficient maturity until they have reached their twenties. American teens tend to be too sheltered. They are usually not emotionally prepared or they have sex for the physical enjoyment with no thoughts about the spiritual or emotional side of their activity.

A Maiden can only give her hymen once. This should not be done without proper preparation or consideration to the results it will have on her for the rest of her life. It should not be done lightly.
