I had an accident and I was not at fault. Had no insurance at the time. In order to get paid the damages I have to find the insurance company that was written in the police report and send them the damage report. I can't for the life of me find this company. The truck was a industrial car, if that helps

That doesn't add up. FCIC is the Federal Crop Insurance Corp. They don't insure motor vehicles. It's for farmers to insure crops against catastrophic damage, not unlike the Federal Flood Insurance Program protects property owners against flood damage.
