According to a map, the closest one is Cheboksary (CSY, about 20 km away), followed by Kazan (KZN, about 130 km). For transport links, try calling them - Cheboksary +7 (8352) 64-51-3 or Kazan +7 8432 76-01-43 . There are trains going to Novocheboksarsk from both cities, so the main challenge will probably be to get from the airport to the city - and then you can hop on a train.
