The lab part likes water and th beagle part should too.If it's not cold and wet, she's just liking the rain.Wouldn't it be nice if you could know what she is really thinking.A dog does have sense enough to come out of the rain--don't worry.

Maybe she is just bored? Does she have any toy to play with outside? As far as sitting in the rain..that is odd. I have to PUSH my dog out the door when it is raining, even though he loves the bathtub...crazy dogs!

I have a Lab and she absolutely loves the water. Try playing with the dog under the patio and perhaps give him/her rawhide chews or toys to play with for amusement.

Dogs are funny......mine likes to answer the phone and sit at the table.But he cant stand rain and a bath.

Maybe she is contemplating life on other planets, or wondering how to end the conflict in Iraq, or searching for internal peace and well being. Dogs are very deep thinkers.

She likes the water! Some dogs like it more than others. My dog won't even set foot outside if there is a slight dampness.

Dogs are different you never know what they are thinking maybe she isn't excited enough or getting enough exercise. Take her for a walk and give her a treat every time she goes eventually she'll be walking you.

the rain isn't going to hurt her..
who knows why dogs do what they do..
labs tend to like the water.
but yeah as long as she's liking it having fun.. maybe she's guarding the house ? :)

I think that when a dog gives up on the fact that no one is going to play with him/her, they just sit there for long hours out of force of habit. They just give up.
If you think it's unacceptable, then start dong a walkies routine with your dog.
