Sadly, in some cases (at least in China, Hong Kong, Singapore and Taiwan), the police are the worst gangsters...
In a real head-to-head fight, the state (the police and the army), will win if for no other reason than because they won't/can't be arrested and they have unlimited resources at their disposal.
Smart gangsters don't let it get that far.

Lots of those police officers are gangsters. They also go to massage parlors and brothel............I have seen them in Hong Kong.
