I live in quite a sizeable town in South East England and I cannot get Channel 5 except on digital.
The loudness of the sound as broadcast will depend upon how the sound engineers record it. The Channel 5 engineers may be picking up the sound e.g. from news presenters, differently from those on the other channels. In priniciple, this is no different from the loudness of the voice in your mobile phone depending upon how far from their mouth the person at the other end is holding their phone.

When i lived in a town in sussex, i could even get the channel, in surrey, i got a very distorted, naff sounding channel five, until i got Sky. Then it worked fine.
They didn't set it up fully to work everywhere on Terrestrial because of terrestrial switch off.

In many areas they transmit with less power than other stations. They also use different transmitter locations and are not everywhere the other channels are. Take a look at this chart:
