This is one of those verses that can be easily misunderstood if taken out of context. Certainly we know clearly that we are called to win the lost, to go to those who are doing wrong and show them the better way (1 Cor. 12:31). How do we resolve this seeming conflict. To do so, we have to go to the original Greek that uses a form of irony that is parallel to Daniel 12:10:
Daniel 12:10. Many shall be purified, and made white, and tried; but the wicked shall do wickedly: and none of the wicked shall understand; but the wise shall understand.
There will come a time when it will be too late for a decision for Christ to be made. Several chapters of the prophesy describe this period of tribulation when God continually gives opportunity for repentance, but no repentance is made. Finally, after the end of this time, the "four horsemen" show up and the end of the age is at hand.

12 “Look, I am coming soon, bringing my reward with me to repay all people according to their deeds. 13 I am the Alpha and the Omega, the First and the Last, the Beginning and the End.”
14 Blessed are those who wash their robes. They will be permitted to enter through the gates of the city and eat the fruit from the tree of life. 15 Outside the city are the dogs—the sorcerers, the sexually immoral, the murderers, the idol worshipers, and all who love to live a lie.
16 “I, Jesus, have sent my angel to give you this message for the churches. I am both the source of David and the heir to his throne.[e] I am the bright morning star.”
17 The Spirit and the bride say, “Come.” Let anyone who hears this say, “Come.” Let anyone who is thirsty come. Let anyone who desires drink freely from the water of life. 18 And I solemnly declare to everyone who hears the words of prophecy written in this book: If anyone adds anything to what is written here, God will add to that person the plagues described in this book. 19 And if anyone removes any of the words from this book of prophecy, God will remove that person’s share in the tree of life and in the holy city that are described in this book.
20 He who is the faithful witness to all these things says, “Yes, I am coming soon!”

What is being said is that, by the time that statement is said, then; that means that all judgements have been made, and that the 2nd Coming is about to happen.
Because unlike the false stories of a second chance after the (rapture); the Bible does not support that those who didn't accept Christ, before His 2nd appearing, will have another chance to accept Him, at that time.
The Bible says that when He returns the wicked will be destroyed (those who are alive, when He returns). The only beings left on this earth at that time will be satan and his fallen angels. Here they will be chained ( meaning- there will be on one around for them to deceive) for 1000 years.

Well that's just a part of a part, but it simply means, as you very well know there are people with mental problems and social problems and some will continue to do wrong until the day the Lord God call them and causes them to do good, God pulls all of our strings like he's playing an organ, we all make a different noise

Those who do not heed the warnings in this book-let them continue on as they are-time is about up. It does not mean that "now" its okay to do wrong, but it means go ahead and do as you will- you will soon find out what is going to happen. Read verse 10 with this verse.

Rev 22-10 "And he said to me, 'Do not seal the words of the prophecy of this book, for the time is at hand.'
Rev. 22-12 "And behold, I am coming quickly, and my reward is with Me, to give to every one according to his work."
I think all three verses together, (these two, including Rev. 22-11), are saying that the Word needs to be avaliable to everyone, "for God's time is at hand". I'm reading these verses to mean stay "good" if you are already, and if you're "good", do whatever you can to lead those who are "not good" to God's light; according to these scriptures, God is coming, and will judge people based their individual acts. ---revision--- When I say, "whatever you can" I don't mean violence. The Word doesn't need anyone's help to make an impact...

To me it means live and let live. The plan for me is not necessarily the plan for jimmy down the street.
And to touch on the "out of context" issue. Everyone and their dog quotes out of their religious text. Almost all of these texts are broken down into segments so that the basic ideas may be conveyed. If you don't want people asking questions "out o context" then maybe people should stop quoting only select sections in answer.
If said quote is good enough to answer someone else's question then it should be good enough to question for clarity. :)

The key to understanding it is the next verse (12). "Behold, I come quickly; and my reward is with me, to give every man according as his work shall be. "
Basically Jesus is saying, "If you want to be vile, then be vile. If you want to do wrong, then do wrong. But if you want to do right, then do right, and if you want to be holy then be holy. Just remember that I am coming and will give to you according to your works."
It is warning that what you continue to do, you will receive the "reward" for it - good or bad.

This, and the verse before it, is saying that the book is to remain open so all can see that the judgement of God is righteous.
Those doing evil will be judged on their evil.
And those who walk with God will receive the promised reward.
