In series it will prevent further current flow once it has fully charged. It will pass AC signals 'riding' on the DC though. In parallel, it will act as a filter, helping to smooth out the DC by passing voltage 'bumps' to ground...

With a resistor in series it will charge when a dc voltage is applied, at the same time circuit current and the voltage across the resistor gradually falls as the cap charges. Can be used, by adjusting the value of C and R, as a basic timer. Called an RC circuit.

dc means that it is positive but not necessary level.

if pure dc (ie a battery) then it will store a charge and have little effect (however when you shut the circuit down it will discharge)
also the effects of load power surges will be reduced.

if varying dc then it will smooth or ....

it all depends on circuit layout and purpose. in series it will charge up in approx. 5 time constants and block dc. in parallel it can be used as a filter or rectify any ac riding on top of the dc.

It depends upon the circuit it is in. If it's a straight series circuit, it will block current flow.

Depends on the capacitive reactance.The capacitance reactance will alter the inductive reactance. If the capacitance and inductance are equal the circuit is in unity.
