yes prayers work. But to make rain stop you would have to be as close to God as Moses was. If it rains make the best of it anyway.

God answers prayers in accordance to what he desires. If we are praying something that is in accordance with what he has commanded in Scripture, it is much more likely to be an answer of yes. That said, there is nothing wrong with praying for it to not rain, God may or may not do it, that's up to Him.

God answers all prayers but often the answer is NO!
God will give you everything you need but not everything you want and (thankfully) not everything you diserve.
