Efficient is a relative term and usually subjective and situational.
There are many examples of extremely efficient systems that do not gain large acceptance because the person trying to do an objective analysis will judge the results of a test in terms of their own personal experiences.
For example binary numbers are more efficient than decimal numbers because they have many advantages. (We can teach rocks how to do arithmetic in binary easier than we can teach them how to do it in decimal. (Computers are made of transistors made of silicon; most rocks are made of silicon.))
You (and I) will probably go on using decimal numbers (mostly) for various reasons.
"Progress" is made when a consensus for a standard is reached.
In science efficient means /
I have "cheated" here because "progress" and are relative, subjective, situational terms that most people use axiomatically.
