It is done to pack the tobacco tighter, so that when smoking the cigarette the little lit end (cherry) will not fall off when you flick the ashes. It also helps to have some excess paper on the end when lighting it.

So that the loose tobacco at the lighting end doesn't sprinkle out when the cigarette is being lit.
I've observed others simply do it to each individual cigarette prior to lighting it.
Makes sense to me.

I really think this is silly also. I think some people forget that cigarettes are made by MACHINE now and such gesticulations are completely unnecessary.
However, like the whole disgusting habit, they saw others doing it, and now it's ingrained, even though it has no purpose. It becomes part of the ritual of slowly poisoning themselves.
