Is it like the Statue of Liberty where you can go up to see the view? Is there an elevator or stairs or something? Or is it only viewed from the ground?

You can go up the Eiffel tower. You can take an elevator or the stairs. There are four elevators at the base (one in each "leg) that bring you up to the first floor (where there are restuarants, gift shops etc.) You can also take the elevators to the second floor. However, if you want to go right up to the top, you have to take the stairs...it's too narrow for the elevators.
You can take the stairs the whole way to the top if you choose but I didn't have the energy for that!

You can go up in the elevator, or you can take the stairs. The elevator goes all the way, and so do the stairs, but they only let you go up the stairs so far because of security reasons. I hear going up is very expensive, but yes, it is possible and it is the best sight in Paris!

Yes, you can go all the way to the top, unless you're chicken like me and stopped at 2nd level. I'm scared of high places, despite loving aerobatics in open cockpit airplane.

Yes and it is wonderful! You feel like you are floating above the world. It is much nicer than going up in the St. Louis arch.
