I havent gotten a new card, the one i have is expired. but they are still charging me protection fees so its still active. what does this mean? my X is the actual card holder and i never get a bill. ive changed the address multiple times and still it does not come to my house. I cant call and make changes because im just a user on the account. what do you think is going on?

You said you're just a user on the card, then the primary cardholder is getting the bills.

If the card is under your name, you need to contact the credit company what you just told all of us. If they don't do anything about it, seek out a credit Lawyer and have him start a case.
Your credit is your good name. Protect it.
