I am a Canadian citizen and I have a DUI conviction from 1995 ,can I legally cross the US border or do I need a waiver if I don't , do I still have to tell US customs........

You are fine. The US doesn't care unless the crime is 1) a felony, 2) drug or prostitution related, or 3) involves moral turpitude. A DUI is a misdemeanor (Not felony under their system.)

You don't need to answer any questions they don't ask, and my experience is they seldom ask. I have never been asked, but they may if they are suspicious of someone. However, answer any question they ask truthfully. You are more likely to be denied for that than the DUI.

Unless it's a DUI homicide (Felony) case, I doubt the US Customs/Immigration will give a hoot.
