my boxer is 8 years old and started to bleed yesterday. She has been passing blood clots and would not move for about 16 hours. I just want to know what the high level of white blood cells could mean for her.

white blood cells fight disease
when you have a high level of white cells that meens they are fighting something and your dog is sick

Usually an indicator of fighting infection or cancer.
Sorry! suggest get to a vet if you can. Passing blood is not a good sign.

She has a infection somewhere. WBC count means infection.
