First off you aren't ignorant. A lot of people want to know but are afraid to ask. the answer to both questions is yes . just like you or me they can. However it isn't as easy with them as it is with us . First if the person was blind or deaf when they were born then it might be subjected to what they believe is a shape or voice though they've never experienced those things before.

there has been some study that shows that an same portion of the mind that tactics speech/language in the mind (broca's section, werner's section) will 'illuminate' for the period of a puppy experiment even as a deaf human being indications or reads indications. ASL and different signal languages are for this reason language. i'd imagine that a deaf human being would 'sense' the observe of their head/body an same way I 'listen' words in my head. So persons born deaf learn language--the language they learn (with a custom/grammar/syntax and so on.) is a language of move, gesture and experssion (facial/body) fairly than sound.

Jane H should get the best answer award. She's right... you don't "hear" yourself talk if deaf or even if not deaf. Your thinking. Try it... don't move your lips or make a sound but run over a sentence in your head. Of course, like another person who answered said, as long as they went deaf at a certain point. You don't know what your voice sounds like if you never heard it before.

Actually not deaf people. They sign in their thoughts. And the blind do not see images because they never saw the true colors that we see.

They don't hear voices in their head. Do you? It is a good question as Spanish people express thoughts in Spanish translated into another language if needed. Some people will think in the confines of another language and yet do math in the language they grew up with.

It depends if they were deaf or blind at birth. In that case their brain has no record of sounds and images, and therefore can't replicated them as thought.
