Get a restraining order. While the piece of paper will not stop him if he his seriously intent on doing her harm, it will get him arrested if he violates it and she survives the encounter.
Also make sure he understands that the local authorities have his name and they are aware of the situation. Yet in emotional situations like this one, those are often not deterrents.
The worse case scenario is for him to catch her alone. That should be avoided at all cost until this is resolved. I can't assess the level of threat via your short question but assuming the worst, she should make sure that she is around other people 24/7. She should stay with friends or family if possible or have someone stay with her.
These emotional situations can easily get out of hand. Hopefully this one is just some poor sap that can't accept that is over just yet and is mouthing off because of his own emotional pain. But there are plenty enough times when they go too far and have to be dealt with. I would hope for the best but prepare for the worst.

You haven't mentioned HOW the harassment is taking place. If it's by telephone communication, I STRONGLY suggest you get a recording device and then file a complaint through your local police. Maintain the recording for courts evidence. I guarantee you'll win the case. If it's another circumstance, then I suggest you still contact the police, file a complaint, then you or your girlfriend, the victim, must sign the warrant for the defendants arrest. I can promise you after 35 years of police work...it won't stop if you just let it slide by!! Best wishes!

Have her keep VERY detailed descriptions (times, dates, details) of every interaction. Then take this information to the police and ask to file a restraining order.
If he has been told repeatedly to leave her alone and he's still bothering her, then it's gone beyond harassment and has become stalking.
Also, she might consider taking some self-defense courses and/or buying some pepper spray or a tazer all as precautions against physical attacks.
