Most bank accounts don't actually require good credit. In fact, most of the time, they don't do a credit check.
All you need is money to make a deposit with, and a photo id, and you can open a checking account. Most of those come with a debit card, as the ATM card, so it should be no problem.

Each bank is different, they may open an account for you (they usually check the chex systems but sometimes may pull your credit report) but either not allow you to have a debit card for awhile (like a probation period) or set a lower limit for you or not issue you a debit card at all.

Your credit score doen't matter if you want to open a checking account - unless you have had a history of bouncing checks.
As long as you have enough to meet the minimum deposit requirements and have proper ID a bank will issue give you a checking account with a debit card tied to it.

You should be able to start with a Savings Account, there is virtually no risk for a bank with a savnigs account. After you have the account for a while, you may be able to open a checking account.
If you have a history of bad checks, you may be listed on Check Systems. This is an agency that banks report to warning other banks of a persons inability to handle an account.
You could offer to pay a fee for an account for a while to proove yourself.
Most banks don't pull credit reports, but they should pull some form of a report to see who they are dealing with.

Well you might be able to get at "secured" card. That is where you deposit $500 for example and you get a card that has a $500 limit. Go in and ask your local bank.

You'll probably only be able to get a normal cash card account, one without a cheque book or overdraft facility. Not every bank will offer this however if you shop around then i'm sure you'll find one.
