Both. Beagles are dogs that are classified in the Hound Group. You know there are many groups: toy, working, etc. Beagles belong to the hound group because they are hunting dogs. I hope this helps!

The way to break down a beagle is first it is a Dog then it fall into the group as organized by most registries/Kennel clubs as a Hound, and then a scent hound, and finally a beagle.
This is how you should look at your dog first as a dog then as the sub catagory as the kennel clubs break them down. and them a sub catagory, and finally the breed.
the hounds were originnal used to chase game animals by either sight or scent. Other breeds may have been used to get animals out their of the den (see terriers or dachshund).

A beagle is in the Hound group of the AKC it is a dog breed they are a hunting dog and need time and space to train these dogs also have a high prey drive which means they love to hunt and they have a cool sounding bark.

Hounds are simply a category of dogs. Beagles are in the hound category, but are still dogs nonetheless. So, to answer your question, they would be both.

All hounds are dogs, but not all dogs are hounds. There are 2 types of hounds: sighthounds (hunt by sight: i.e Greyhounds, Salukis, Afghan Hounds) & scenthounds (hunt by scent: i.e. English Foxhounds, Black & Tan Coonhounds, Bloodhounds). Both are together under 'The Hound Group' in AKC. Beagles are scenthounds.
