First of all, to what extent did the persecution go? Was it someone merely objecting, however angrily, to the Bible tracts? That's not persecution; that's disagreement. Was the "BT" threatened with job loss, social ostracizing, ejection from his/her home, loss of property, or physical violence? If so, that is persecution. Anything illegal could be reported to the police, or addressed in a lawsuit.
Now, let's compare handing out Bible tracts with handing out Satanic hymns. Now, the person handing out religious tracts believes that his/her God, or his/her path to God, is the best of all, and that this God or path to God will promote love, good behavior, and other good things. However, though I've never seen or heard a Satanic hymn--with the exeception of "Ave Satani" from the original movie The Omen--I would imagine that such a hymn, promoting the so-called Prince of Darkness, would promote at best a rebellion against traditional concepts of goodness, and at worse a turn to murder, theft, self-promotion at the expense of others, cursing, strife among people, and other evil things.
Bible tracts promote someone's version of good. Satanic hymn would promote someone's version of evil.
Lastly, I'll address the kinds of tracts given out. Although I normally stay away from tracts that promise hellfire to unbelievers, those tracts would be very appropriate on Halloween! That day is supposed to be scary, right? If those tracts were simple games for kids which also support believing in Jesus, or tracts that say "God loves you" and promote Jesus, I see nothing wrong with them. Yes, I give out such material on Halloween along with the candy. The kids and their parents have a choice whether to believe what they've read or not.
Remember that Halloween is short for All Hallows Even (Eve, Evening), the day before All Saints Day, which celebrates everyone throughout history who loves and believes in God and Jesus!

I assume a BT is a bible thumper- I think if they were handing out bibles on halloween they were just asking to have a bonfire of bibles set on their yard. I know that's what we did in high school when those gideon guys gave us bibles.
