You won't find one to fly a pug at this time of year. It is too cold for them to travel, especially at a young age.
Why would you want to anyway? It's not like pugs are hard to find in NY, and if you go to the breeder to collect the dog yourself you can be sure it's not a victim of a puppy mill.

I think you'll just have to call the various airlines and compare costs and accomodations. Be sure the dog gets to go IN the plane, not in the cargo hold. Many animals have frozen to death (or met other horrible fates) travelling in the luggage area of planes. The most sure way of safely transporting the dog, would be to buy a round trip ticket, fly out, and bring the dog back as carry-on. The carrier has to be a certain type and size to do this, so check with the airline.
You might also check the ASPCA website. I think they have some information on pets and airplane travel.

I did it a few years back. With the new regulations your pet needs to travel in a pressurized cargo plane. I think I used Continental but can not remember. I had my dog fly into Newark, usually alot easier in-out. You need his papers, rabies and a health certificate from your vet - when you call the airline they will give you a check list.

go to a change change pet store. i'm from canada so i cannot suggest one for you but here we have petsmart. walmart may also have them. i suggest a soft one if you can get them in the passenger cabin and a hard one if it has to go into the belly which i would try to avoid as so many dogs are lost or get hurt/die in the belly of the plane.
make sure it is size appropriate. if you can get a soft one, samsonite makes one that is airline approved. call the airline and ask for the acceptable size before you get one. would be horrible to get there and be told that it will not be allowed on the plane.
