i work for a company that makes a license plate frame with a white LED built into it to light up the plate. I want to get it DOT approved so I can sell it across the US and put on it DOT approved. I know stuff like motocycle helmet and headlights get DOT approval. I have contacted the DOT and they seem to have no idea what i am reffering to they have sent me all over the place.

The Department Of Transportation in the US does not approve any and all items for cars. For example, there is no such thing as a DOT approved wheel (you can check for the German equalivent though when purchasing wheels). Most of the time, DOT approved applies to products that meet certain published guidlines (such as brakelines - even though non-DOT brakelines will be superior for some applications).

Also, I am not sure that Motorcyle helmets go through a DOT approval. Most helmets I am familar are tested and acredited by the Snell Memorial Foundation. For an item like you describe, you could check with the DOT to see if they have any published guidelines and/or requirements for auxillary lighting on cars - if there is such a thing as "DOT Approved" for this, it would be spelled out in these documents what the requirements are to list the product as such (though, to the best of my knowledge, there are no guidelines in this area; though there may be state rules and regulations regarding the installation of external LEDs).

Just guessing here - mixed with a little experience - but I do know that different states' transportation departments have different rules as to what is 'approved' for attachment to cars [and things like license plates]

Check with your LOCAL department [DMV] and see what they have to say.
