It depends if you're referring to "them" as a group of individuals (with individual opinions) or just a group (with a collective opinion)

This may depend on the subject to be commented on. In the context you quoted "comment" is a noun and therefore the first would be correct.

is better because "no comment" is an expression and does not have a plural form. just like "They had no idea" is not the same as "They had no ideas."
The first one means They totally did not know, while the latter means They couldn't come up with suggestions or explanations.

In US we use just "No Comment" in a firm angry irritated voice. If you don't be abrupt, harsh and rude when newspeople get after you, they will chew you up and spit you out. No matter what you do say, they hear what they want to hear and lie when they print it. Every single time. News People are unable to tell the truth - ever.

"They have no comments" is better because " they" is plural meaning more than one. I would then say." I have no comment"
