I would pronounce it as follows:
ILL as in not well or sick.
INCA as in the people who raised a great empire in South America. The Inca Empire
ILL INCA.
That appears to me to be the most logical pronunciation but look at it this way. It is your name. You can pronounce any way you see fit and since it is your name, your pronunciation will be correct.
Example: I had a friend in high school, his name was "John Matte". Everyone pronounced it as MAT, as in floor covering followed by a long "E" sound. I ran into him recently and he was introduced as "JOHN" MA with a short "A" followed by TAY with a long "A" as in RAY or PAY. My point is that in the 40 years since high school he decided to change the pronunciation of his name. And since it is his, he has the final say in how it is pronounced.

Personally, I would tell people how I want my name pronounced.
Literally teach them how its pronounced and be patient until they get it.
By doing this, you maintain your uniqueness and may make a few friend as your name will become a conversation topic.
