Watch how he acts around you. You can usually tell. He will be very careful about how he acts and will say stupid things even while trying to avoid them. He will studder, shake, and you will sense a variation in his voice. He will want to look at you a lot, but he will not want you to see him looking! Just watch and you will have an idea!

You should spell check before you click submit question. As far as the guy, flirt with him and see if he flirts back. If it is a family member then run away in shame!

Let him know by flirting with him (Don't be slutty about it though). If he responds then good. He's attainable.
He may be shy and you might eventually want to ask him out.
Ask around about him, maybe someone will tell him you've been asking about him and pique his interest.
