What does "Sold on bill of sale only" mean?

The 1993 GM Hummer "Warrior One" is being sold at auction but with the stipulation "Sold on bill of sale only." What does that mean?

sold without a title, is this a govt auction? you may have problems registering it in your state

You will not get a title for it. If it is the one that was on "Overhaulin'", this is likely because it is not street legal in most states. That was a cool build, though.
