The only exception is private police departments that serve, say a gated community or something of that nature. While most of those serving are former "public" police officers, they are paid for through the neighborhood assication.

Any police department(sheriff, state trooper, etc) funded through taxes are government agencies at either the local, county, state, or federal level.

The Police have neevr been considered a 'Government Agency', at least not in the UK. They are a separate branch of Civil Society, who answer to the Justice system and, in Westminster, the Home Office. They are, however, separate from government
