Look to see if you have a Humane Society there locally. They'll look into it and press charges if necessary.

If it is in the UK and run by the local authority then you would complain to them.
If it is a registered charity you can complain to the Charity Commissioners.
Some small animal sanctuaries are not registered and are privately run, In that case try the local authority environmental department or the Dog Warden.
If you are worried about the health and welfare of the animals you could try the RSPCA but they will probably be reluctant to investigate another charity.

Depends where you live, but usually animal shelters have to have a license from the local authority, so you could compain to them about the standards, also try your local SPCA as they will know who issues the license and how to start an investigation.

if UK then contact your local authority( I think they have to issue licences for these places so they will be concerned if there's a problem) or RSPCA who will carry out checks to see if the place is up to standard.I would imagine a similar system is in place in other countries too.

rspca in uk or dogs trust or someone like that
just type in dog rescue shelter or animal welfare sanctuary or something like that
OR you could visit or phone your vets and speak to them they should be able to advise you on where or how to get help to get this place cleaned up or shut it down
