Birds have the same vision setup as humans with regard to rods and cones, but in addition, have an extra set of rods. One set of rods allows them to see colors in general the other set of rods allow them to see the colors in bright lights. Many birds, mostly nocturnal birds, also can see ultraviolet. So, without knowing for certain, I would have to say that all birds can see blue.

Birds can see in an ultra violet spectrum that we can't. That is why a Penguin can find it's mate mixed in with thousands of others. Therefore I would say that all birds can see blue!
