They aren't. New good guys are made every day. The trick is, most women don't look where the good guys are, they look where the "bad boys" are. Consider this hypothetical woman's wish list: "I want a guy who has a stable job, treats women with respect, doesn't drink too much or smoke." Perfectly acceptable wish list, right? So where does this hypothetical woman go looking for guys? If she goes to a singles' bar, she's going to find guys who smoke, drink, and are looking for a quick lay. If she goes to a dance club, she's going to find guys who don't have stable jobs and bounce from girl to girl.
So where is the best place to look for good guys, you ask? There are two answers: first, put together a wish list, and then ask yourself where guys with those qualities will hang out. Libraries are good for smart guys, fast-food in the middle of the day is good for guys with good jobs (lunch break, most guys who work steady don't pack lunch, but need to get back to work in less than an hour.) The second answer is one a lot of girls don't like to hear, but ask your parents (or other older couples you respect.) Think about it: what kind of single guys your age are they going to interact with? Guys from *work* who don't go out drinking and partying, or the sons of friends, or *professionals* that come to their house to do some kind of job. In any of these cases, you'll be better off than a singles' bar or dance club.

Most of us are right in front of you every day. You'll find one when you least expect it.
In the mean time where are all the nice young women that take care of themselves and have some Morals Pricipals and standards they live by.
I'd like to meet one of those women.

They aren't. Just be yourself and the right guy will surely come along. You've got plenty of years to find that Mr. Right. DOn't stress about it!
