The Kingdom Halls are maintained by the congregation. We voluntarily clean it, do the gardening and groundskeeping, and make repairs as needed. In fact, Jehovah's Witnesses even build our own Kingdom Halls. I had the opportunity to help in the building of my congregation's Hall a few years back. Its amaizing to see how even those in the congregation who have no construction skills are able to help out...even women and children old enough to understand what they are assigned to do. Its a wonderful feeling to help in building your place of worship. And its part of our worship in keeping our Kingdom Halls beautiful and well maintained.

Yes, they do all the maintenance on the halls themselves, There are usually a variety of brothers and sisters that will volunteer to help with cleaning the hall and the outside work. No different than other congregations of other various religions. Any time you get a group of people together with one common goal you can accomplish allot. There are many good people of the world that come together to accomplish things unselfishly. Not just Witnesses.....I was raised as a Witness and have experienced many other religions at this point in my life. There are good and bad to ALL faiths. None better or more right than the other.

Not only do we maintain our places of worship, we also build them. Hiring a maintenance company or building contractors would put extra financial burden on the congregation, so everyone who has a skill offers to use it to offset that.
Many of our Kingdom Halls are built in 3 days, which is an amazing example of how Jehovah's spirit motivates us to accomplish such a task.

You've received some good answers above, here are some articles on the fast builds. I saw a good cartoon on a fast build a while back, but I don't know the web link it came from.
